The world’s most challenging problems demand collaboration. Penn State has an extensive partnership network in Asia. The collaborative engagement with Asian partners is carefully curated to include several strategic institutional partners, aiming to drive significant advancements across multiple domains. The Asia Partnerships focuses on fostering deep, transformative interactions that enhance teaching, enrich learning experiences, expand research and scholarship, and strengthen service and outreach efforts. These collaborations are pivotal in advancing our global mission and reinforcing Penn State's commitment to international education and innovation. Penn State, Taipei Tech announce 2026 research scholarships

n 2026, National Taipei University of Technology, a strategic partner to Penn State, will provide up to 10 scholarships for Penn State students.

Dr. Anna Marshall, Associate Director for Asia Partnerships

Dr. Anna Marshall serves Penn State Global as the Associate Director for Asia Partnerships. In this role, she oversees Penn State’s strategic partnerships with universities in Asia. Marshall began her career with Penn State in 2012, first as a faculty member, then as an International Student Adviser, Global Education Coordinator, and Assistant Director for International Student Support Services at Penn State Harrisburg. In 2020, she directed the Penn State First program in Asia, and from 2021 to 2022, she worked as the Director of International Alumni Relations and Stewardship at Penn State Global. 

Marshall holds a doctorate in American Studies from Penn State, an M.A. in English, and an M.S. in Telecommunication and Network Management from Syracuse University. She has taught Computer Systems for Business, English Writing and Composition, Asian American Studies, and Asian Business Culture classes at several universities in Central Pennsylvania. Prior to teaching and working in higher education, she worked for Lockheed Martin as a system integration analyst, providing database support and Asian Business Culture training in Syracuse, New York, for nearly eight years. 

Marshall is a scholar in early U.S.-Asia relations and Asian American Studies. She is the recipient of Fulbright International Education Administrator (IEA) Award to Japan in 2025. In 2021, her research on early Asian American experiences earned her the Florence Tan Moeson Fellow, awarded by the Library of Congress. Her work has appeared in the Pacific Historical ReviewIIENetworkerRoutledge History of U.S. Foreign RelationsJournal of Ethnic American LiteratureHistory and Perspectives, NAFSA Embassy Dialogue Committee, and more. She has presented on topics such as strategic partnerships, hybrid approaches for Pre-Departure Orientation, understanding the academic culture of International Students, and Asian American folklore and folk life studies at various national conferences and international forums.
